BEGINNING PAY RANGE: $71,936.00-$79,129.00 (commensurate with experience)
POSITION SUMMARY: The position reports to the Chief Operations Officer (COO) and is responsible for the architecture, implementation and oversight of the agency’s technology and security ensuring that it supports the agency’s Strategic Plan. The Information Technology & Security Manager will lead the IT team and ensure the core IT services are met for all infrastructure, applications, networking, data center, security, and customer service. In this role you will work closely with program and operational leadership to improve services while maintaining data and system security through deployment of innovative technology solutions.
ESSENTIAL RESPONSIBILITIES:
INFORMATION TECHNOLOGY
- Provide direct supervision to the following team members: Support Technician, Network Administrators, Project Manager
- Set the direction and priorities for the IT team with respect to initiatives that support the agency’s Strategic Plan.
- Assist the IT team with help desk tickets as needed and help problem solve difficult issues.
- Work closely with the IT team to help prioritize projects and architect creative and innovative solutions.
- Spend time with staff individually and as a team to continue the training and development process.
- Meet monthly as a team to discuss current processes and identify what is working and what needs to be revisited.
- Talk through any upcoming changes at the agency that are relevant to IT.
- Be a resource to the Project Manager by problem solving technical issues that are creating barriers to success.
- In collaboration with the CFO, develop and monitor ITS annual budget to ensure ITS spending and costs containment meet budget projections.
- Work with technology vendors and their subject matter experts to plan and cost estimate current and future technology initiatives.
- Work closely with the CFO and program leadership to gather technology needs and associated costs to support the budgeting process.
INFORMATION SECURITY
- Serves as Information Security Officer, providing oversight of all security policies, procedures, incidents, and risks.
- Reports the status of ongoing information security activities to the CFO.
- Ensures that the agency maintains compliance with federal and state laws related to privacy, security, confidentiality, and protection of information resources.
- Keeps abreast of amendments to applicable federal and state security laws and accreditation standards, and monitors advancements in information privacy technology to ensure that the agency is following relevant laws and adapts to new technology.
- Leads the development, implementation, and maintenance of the agency’s security policies and procedures in collaboration with the Director of Quality and Risk / Privacy Officer.
- Ensures organization complies with security policies, procedures, and practices, and, in conjunction with supervisors, Human Resources, the Privacy Officer, and legal counsel, applies sanctions for failure to comply with security policies against workforce members and business associates as necessary.
- Ensures the integration of security practices with the agency s Strategic Plan.
- Fosters awareness of security practices within the agency.
- Works with vendors and outside consultants to improve information security within the agency.
- Identifies and evaluates threats to the confidentiality and integrity of ePHI.
- Responds to actual or suspected breaches of the confidentiality and integrity of ePHI.
- Ensures alignment between security and privacy practices.
- Responsible for maintaining Disaster Recovery and Emergency operating procedures.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Computer Science, Information Technology, or a combination of technology certifications and ten to fifteen years of experience working as an Information Technology professional.
- Microsoft Azure Administrator Associate along with Endpoint Administrator Associate certifications are preferred.
- Hands-on experience managing servers in a vCenter HA environment using Lenovo shared storage. VMWare Certified Professional a plus.
- Thorough understanding and hand-on experience with Microsoft Server 2008 and above, Hybrid Active Directory/Entra, Exchange Hybrid, Exchange Online, Microsoft Defender 365, Microsoft Teams, Microsoft Teams Phone, Microsoft Teams Room, Microsoft Intune, Microsoft Purview, Microsoft Deployment Toolkit and the Microsoft Power Platform.
- A solid understanding of networking design and concepts with practical experience using FortiGate, FortiSwitch, FortiAP, and FortiCam equipment in a multi-campus MPLS environment.
- Proven experience with processes, phases, roles, and responsibilities to manage even the most complex IT projects.
- Experience with VMWare vSphere environment with a Lenovo SAN.
- Experience managing on-site and off-site backups using VEEAM Backup and Replication.
- Practical experience managing endpoints with a Quest Kace appliance and intune.
- Solid understanding of scripting languages, such as PowerShell and VB.
- Demonstrates respect towards staff and clients.
- Valid driver’s license, adequate insurance with a car available always.
- Ability to work with diverse individuals and groups and promote a positive image for the agency.
- Adhere to all agency policies.
- Positive acceptance of supervision to learn and be trained in job-related functions.

- The ability to work a flexible schedule, at times beyond a 40-hour work week, to ensure agency objectives are achieved in a timely manner.
